Introduction to the Office of International Cooperation and Exchange

The Office of International Cooperation and Exchange serves as the central administrative body responsible for international affairs at the university. It is tasked with advancing the institution’s internationalization of education and building global partnerships. Committed to establishing a multi-level and broad-scope international cooperation network, the Office provides diverse platforms for international exchange for faculty and students, supporting the university’s vision of becoming a regionally leading, distinctively featured application-oriented university.

I. Mission and Role

Centered on supporting the university’s development and talent cultivation, the Office fosters substantive collaboration with reputable overseas higher education institutions and research organizations. It promotes cross-cultural understanding, enhances the university’s global engagement, and serves as a strategic driver of internationalization, aiming to cultivate high-caliber talent with international competitiveness.

II. Core Functions

1. Institutional Partnership Development – Identifying, evaluating, and engaging with potential international partner institutions; negotiating and signing memoranda of understanding and cooperation agreements; and maintaining sustainable collaborative relationships.

2. Student Overseas Exchange Programs – Organizing, selecting, and managing various student overseas programs, including semester/academic year exchange programs, short-term study tours, overseas internships and practicums, summer school programs, and providing related advisory and support services.

3. Faculty International Exchange – Managing and facilitating faculty visits, further studies, and participation in international academic conferences abroad; assisting in the recruitment of international scholarly talent; and inviting foreign experts and scholars to lecture at the university.

4. Sino-Foreign Cooperative Education – Exploring and advancing joint undergraduate and postgraduate programs with international universities, introducing advanced educational concepts and curricula.

5. International Faculty Management – Overseeing the recruitment, contract management, onboarding, daily support, and cross-cultural guidance for international faculty members.

6. Fostering an International Academic Environment – Assisting schools and departments in organizing international conferences and lectures, enhancing the campus’s global atmosphere, and raising the university’s international profile.

7. Exit-Entry Administration Services – Providing policy advice and assistance to faculty and students regarding approvals, visas, and other formalities for university-sponsored international travel.

III. History and Development

1. Initial Phase (2001–2009): Gained experience through the International Affairs Office under the Academic Affairs Office.

2. Professionalization Phase (2010–2018): Established the “International Culture and Education Exchange Center” and Casey International College to systematically advance international cooperation.

3. Rapid Development Phase (2019–2024): Following institutional restructuring, the International Culture and Education Exchange Center was merged into the Office of Cooperation and Development.

4. Upgrading and Transformation Phase (2025– ): The “Office of International Cooperation and Exchange / International Education College” was established as an independent entity, opening a new chapter in the university’s internationalization.
